This document was created in response to CCCM Cluster members requesting operational guidance on managing the process of return from camps theatened with eviction. It is intended to complement the Inter-Cluster Return and Relocation Strategy. Given the vast differences between camps and the particular circumstances of each process of return, this document does not attempt to produce a prescriptive "one size fits all" solution.
